The second '2' is in the tens place. Its place value is \(2 \times 10 = 20\).

Step 2: Multiply these two place values in small steps.

Write \(20 = 2 \times 10\), so

\(20{,}000 \times 20 = 20{,}000 \times (2 \times 10)\).

First do \(20{,}000 \times 2 = 40{,}000\).

Then do \(40{,}000 \times 10 = 400{,}000\).

So the product of the two place values is \(400{,}000\).
