Step 2: Split the Roman number.

\(\text{XXIX} = \text{XX} + \text{IX}\).

\(= 10 + 10\).

\(= 20\).

Step 4: Value of \(\text{IX}\).

When a smaller symbol is before a bigger one, we subtract.

\(\text{IX} = X - I\).

\(= 10 - 1\).

\(= 9\).

Step 5: Add the parts.

\(\text{XXIX} = 20 + 9\).

\(= 29\).

Conclusion:

\(\text{XXIX} = 29\), not \(31\). So the statement is false.
